This is a typical courtesy of many philatelic agencies. Sending the order with metered mail imprints, but enclosing an equivalent amount of current stamps, which will arrive undamaged. It costs the Agency virtually nothing. Yes, they are common, in the end no different from any other cancelled copy.

Now please edit your post so the stamps are right side up.

Hi Doug2222,

Sorry, I don't know what's the problem with picassa but since couple of weeks some pics are not right. For me, these pics are OK (right side up). Maybe because i'm from North America :-)
