What would this be a postmark or o/p.Notice the stamp has no country name printed on it.Thanks for all inputs and feed backs.

Yes, a French precancel and some stamps from Algeria plus a couple of other French colonies use this precancel as well.

if you look carefully, it does indeed say "Republique Francais" in a ring around the central effigy. (the Francaise starts under the "H" of the overprint.)
