US precancel stamps that have no postmarks or cancels are they considered used or unused. Thanks for any inputs.

Unless they have gum, of course; then they're mint. Nobody said a word about gum.

I would disagree. Precancels by their very name are cancelled (used) whether or not they have gum. See these previous threads:

I read some of these threads. Some of the arguments are not valid. Like: "A precancel is as its name implies used". Since the mid 1980's this statement is not true any longer. If you buy precancels from the post office ( which is now legal ), you can most certainly use them on your mail.
True, one has to have a permit, and the postage has to be correct, but they are useable!
I have a permit, and use precancels all the time. I would call the ones that are still on the roll "mint".
