Well I have the 2012 Scott Classic Catalogue and this shows up as a 200 too. |

Probably a Michel number, from the look of it. Good idea to remember that, while North America may use Scott, the rest of the worlkd tends to use its own catalogues. |

Michel doesn't generally use letter prefixes. In Michel, that's a 194, which is also what's indicated on the paper next to the stamp. Looks like the seller made a mistake in the listing. |

To me, it's clear that it's a Michel Cat. Nr. on the last line you can read "Mi€", that is "Michel Cat. Value in euros (€)".
It should be remembered that Michel is the reference cat. in Central/Eastern Europe (the seller is in Latvia), while in Western/South Europe, we use Yvert et Tellier and in UK and Commowealth it's SG the most used catalog. |

This is certainly not the Michel Cat. Nr. Michel B27 was a miniature sheet issued in 1995. The seller seems to have confused the 1924 Arms set (which his stamp came from) with the Pro Juventute Arms set of 1923, which contains Scott #B27. |
