Is this a postage stamp or a tax stamp?I search stamp in Scott but I can't find it.

Kolek = Stamp. Probably a revenue stamp, although I'm surprised it apparently doesn't contain any wording for its purpose or usage.

It's a revenue stamp so won't be in Scott.
