Canada Small Queen Cover With Odd Small Numeral Cancel

This cover I picked up has an odd cancel I have never seen before; number 1 in a small circle with the date FE 20, 1886. The datestamp in the lower left is Campbellford, Ont FE 19, 1886. There is also a Toronto FE 19 datestamp on the back, so it must have been applied there.

Any idea what this mark is?

The John Labatt is of course of Labatt's beer fame. Started up in London Ont., I believe. Beauty!
