Anyone seen these before?
Here is an image, front and back, of a card delivered by a postman to the recipient of an item which was, according to the card, 12¢ underpaid.



Then the card is sent back, presumably through the mail, to cover the postage due. But who covers sending this card back?

It appears this card was never addressed or sent. Perhaps it was handed directly to the postman.
