Surcharge On Scott 170 - 5 Cent Blue Arch Issue

I came across the following Scott 170 with a 4 cent surcharge.

Has anyone seen this before?

It has an "LA" (L1 perfin - Province of Ontario), so I am wondering if the province used up their 4 cent stamps and surcharged the 5 cent stamp to replace it. If so, then did they do it or did the post office officially make the change.

I think that is just a bogus overprint.

If the Ontario Legislative Assembly purchased X number of stamps at 5c from the post office, overprinting them as 4c would be a loss of 1c per stamp. Even if they ran out of 4c stamps, why bother overprinting, just use them as they are. There is no way the post office sanctioned this.

I think that the '4' is a fake because it was never issued. Failing that, it may have been a filing number applied to the stamp from a business firm?

Could it possibely be a postage due (taxe owing) survharge from another country?

I haven't seen this before myself.
