What The Heck, Scott?!

Ok, this has me confused. I'm looking through the 2009 Scott Catalog in the US section and every time the same stamp design is reused on another year and the year on the stamp changes, Scott assigns it a new major catalog number, as expected.

Then I flip over to Ukraine and look at the 2001 definitives. They are assigned major catalog numbers and then the fact that the same stamp exists with a different year on the front is merely footnoted under the stamp.

Why the heck do US stamps in this situation warrant major catalog numbers, but stamps of other countries can't even get a minor catalog number out of Scott?

This argument started long ago involving the same problem for certain British Colonies in the Caribbean. And I'd guess that getting reliable information out of the Ukraine (and other 5th world countries) is very difficult to do.

Can't be that hard. Michel has catalog numbers for all the Ukrainian definitive stamps.

Michel isn't perfect either. Some countries are done better than others, especially when it comes to watermark and perforation varieties. Sometimes they are given a major number; sometimes a minor number is assigned; and sometimes they are simply noted but not appointed a separate identifier.

Scott is only a guide. It's not rules and regulations with which you must abide 100%.
