This is all I could find on it. May be the same site you got your picture from.

"New machine stamps, featuring a polar bear, were issued 1 April 2006. These can be purchased on several post offices equipped with franking machines. The selected value is printed on the machine stamps, when purchased.

For the Philatelic Service to be able to offer machine stamps like these to collectors, there are three pre-printed values available; 6.50 – 8.50 – 10.50, and these are known as franking labels.

When the image featured on the machine stamps/ franking labels is changed, first day covers with the new image are issued."

Sorry Jser, I haven't been able to find a Scott or Stanley Gibbons catalog number for these stamps. Since they are variable denomination franking labels, they may be unlisted. Will keep looking...

Hi Jser,
I just won a set of 2007 Scott catalogs on ebay. I will check for the catalog number for this stamp when they arrive. (Media mail from Texas might take a while, though...)

Sorry Jser this stamp is not in the 2007 Scott catalogs. Only stamps issued very early in 2006 are included. I will look it up in a 2008 catalog at the next stamp show I am at.
