Michel Specialized contains semi-official stamps from Krim, but they look nothing like yours. It is not out of the questions that your two stamps are locals - genuine? I have no idea. "Kowel" is a town in extreme northwest Ukraine; "Krim" is Ukrainian for Crimea, at the far southeastern corner, bordering the Black Sea, so there is little connection between the two places.

I think those stamps are unissued from the Ukraine. In that sense they are legit. I don't know about the overprints. If the stamps were never used, how could they be overprinted.
You know what I mean?

If the stamps were never used, but overprinted, then they would be considered "fantasy issues," not fakes. There's nothing legitimate to "fake".

Take a look at this page, which has the Kowel and Krim overprints (and no others), described as propaganda issues:

The Krim overprint is shown on a feldpost stamp. I'll reserve judgment, but I have my guess about these.

As for the underlying stamps being prepared but not issued, that wouldn't preclude them from being pressed into service with an overprint.
