This general design for French revenues started in 1874, and continued through some modifications until replaced with a new design in a horizontal format, in 1892.

Forbin's listing for these are very confusing, but I would put yours in one of two 1881 issues. The July issue, or the September issue. It seems that the only difference is that the September issue is perf 14.
