On that first scan of US stamps, the 40c Mazzei Airmail shows a relatively late usage of the slogan cancel "Aliens Must Report Their Addresses During January". That slogan cancel was used as far back as the late 1950s and considering the Mazzei Airmail stamp was issued in 1980, it was used for at least 20-25 years.

There's an interesting story about that postmark that became somewhat of an embarrassment for the US Postal Service:

...the slogan used in the United States ALIENS MUST REPORT THEIR ADDRESSES DURING JANUARY, went all over the world cancelling a 1959 Airmail stamp showing the Statue of Liberty and the caption 'Liberty for All'.
