Does anyone have an opinion as to whether the second stamp in the image below is simply damaged or whether it suffered from some kind of printing flaw?

The fact that the cancel does not appear to be abraded leads me to believe that the surface of the stamp has not been worn away, but emerged something like this from the printers.

I post some detailed scans to reveal the nature of the stamp surface.

It looks like it was left in the soaking solution too long.

Timm's right; for about twenty years, Russian typographed or lithographed stamps would shed little flecks of ink if soaked too long.
