The language is Romanian, not Italian:

"The Soviet army is an army that respects other people's army to maintain peace between different countries."

Typical propaganda cinderella of the immediate Postwar period; Stalin died in 1953.

A Soviet-Romanian Friendship Week postage stamp was issued November 1, 1949, although Scott does not show any "text" tabs for that issue.

I presume it was originally attached to a stamp intended for postal use. It sounds like you suspect so too.

Doug2222 is correct, the label is Romanian. It is paired with Romania #697(29Oct1948) in the Scott catalog. I'll see if I can pilfer a picture later...

Note, the color is off in this pic I "borrowed". The correct color should be dark red, as in your pic.

LOL - A horizontal label paired with a vertical stamp...shades of our 13c Captain Cook se-tenants! That's why I couldn't find it (nor does Scott picture it, although the color provides a clue).
