This stamp is not right as book says perf 14 1/2 X 14 but my block is like not 14 but not 13 1/2 either. My gauge goes from 7 to 17 and only by half's so I cant figure out how to quite place it. Is this the Funky one or what? I don't know where to place it in my collection the Rarities or Normal ones My perf is I guess 13.8 by 13 1/2. The rare one I think is perforated 13 all the way round I think from what I've read does any perf other that 14 1/2 X 14 add it as the rare one?
thanks in advance for the assistance.

Is there a way to identify the kind of paper when dealing with a used stamp?

Stever, sorry to say yours is not the rare stamp. Yours is the 14.4 x 13.8.

If you count the horizontal holes on one stamp you will get 23 holes per stamp. Start with half a hole on the left and half a hole on the right, and 22 in between. There 18 vertical holes. The rare perf holes are 22 holes (H) x 17 (V) holes.
