I can't answer your question about the free franking, but I do have another related question:
Is that postcard showing that the return address is printed by the postage meter? (It looks to be the same ink.) According to the International Postage Meter Catalog, the indicia is an F6A from a Pitney Bowes "Gem" Meter, but I don't recall seeing the return address imprinted by the meter before. Can someone clarify how common this is?
