Hi INTT. Your stamp is from the second issue of the USA and if it was not for the damage to the bottom you might have found a good one!
It is a pretty stamp, but because of the fault not worth a whole lot!

Hi. If you are referring to the top of the stamp being, shall we say, partially missing due to the perforations cutting into the design; that actually reduces its value even more in addition to the bottom damage. Whenever the design is cut by the perforations, it is considered to be a fault rather than an error. The stamp appears to be a Scott #24

A larger scan would help. It does appear to be a 24 from first look, recut once on top. A better scan will help.
