The 3 on 9 is listed as a revenue in Forbin, although I don't spot a specific mention of the red lines. I believe it is still a revenue.

a similar example... with the lines and a fiscal cancel... used as a revenue



lines are also not mentioned in the Forbin for this example

'Marca de Bollo' translates as 'Brand of Stamp Duty.' Sounds like a revenue stamp.
