Edge of stamp below:

France (Year unknown so far)
MonTimbraMoi MTM (My Stamp For Me) Stamp (Timbre)

20g (gram) Lettre Prioritaire (First Class Letter) weight linit use,
persoanlized with a picture of
a Swallowtail butterfly and a rose-coloured hollyhock flower, alcea rosea.

Postmark is on 2013 -02- 27 (Feb 27, 2013, from the Departement of Isere, #38 (38909A). Not sure what the rest of the postal code number means yet though.

A French departement is a financial district, probably similar to a state or province.

Soaking:
These stamps, which I think are 2012 printing issues or emissions, referring to the date (from the stamp above) on the lower left side of the stamp:
(121105 = 2012 11 05 = Nov 5, 2012)?? (see below);

do soak off in warm water very easily within 10 minutes (oops - see next line) or so, with just a slight trace of self-adhesive gum left floating in the water.

However, after some soaking of other stamps and trying to remove the remaining adhesive by rubbing with my fingers in water, I ruined a few stamps and even crinkled them up a bit.

So, 20 minutes of soaking in warm water and No Rubbing is now recommended. Even collectingthese stamps on paper would be a recommenation by some I think.

edit addition:

After consideration I think the numbers in the photo of the butterfly are from the original photograph of the butterfly, and not from the stamp printing company.

Three other different ones are drying in my Desert Magic drying book as I type.

Availability is good also, found on ebay somewhat but mostly, so far anyway, on Delcampe from European sellers, maybe in kiloware abroad.

Priced at 99c or less for a single stamp or envelope. Price can go up to 5.00 Euros or more for a mint stamp or nice envelope.

The shipping is always a factor of course and varies from seller to seller.

edit: typos and added text.

Hello,

the code "38909A" is not for Isere. This is a code for the PIC (PlateForme Industrielle de courrier - Industrial Mail Platform : a place where all the mail from a region are concentrated and distributed across the network).

This code is for Department 86 86440 MIGNE AUXANCES (Vienne)

You can find infos here :
http://www.blog-philatelie.com/2008...elle-du.html
http://www.blog-philatelie.com/2005...omplete.html

But I do not find a recent list of the Code / PIC.

Regards,
Guillaume

Hello gugusg, welcome to Stamp Community!

Thank you for the information and links. I am yet beginning to understand the postal codes and now the ROC codes and the PIC.

The stamp above is on a letter (cover) from 17600 Ruffec in the departement of 17 Charente-Maritime, almost the next department to 86 Vienne, so perhaps the letter was mailed in Vienne on a shopping trip?

I looked on Google and found an article about the beginning of the Postal Code system now in effect in France which also has a link to a .pdf file that has the list of all the new codes.
