I have a 1987 Christmas booklet of stamps.
Take a look at the pics..why is there a "period" on the English writing and a "semi colon" on the French writing..Is this normal..???

It is normal. Using commas instead of periods is the norm in many other countries including French speaking regions.

Here is a link http://www.bipm.org/en/si/si_brochu...5/5-3-2.html from the Organization in charge of SI Standards. You can also view the French version if you click on Version française.

The standard is comma or dot. In English we normallly use the dot. In French the comma.
