It's listed in Michel as a propaganda stamp (page 977 of 2007 catalog, German edition), but cannot tell if it is a forgery or not.

The first thing I would do is compare the cancels since if the cancel on the Himmler stamp is a forgery than the stamp is too. That kind of comparison cannot really be done by scans unless one is very expert at these cancels.

The stamp is a forgery of the Himmler forgery. The perforation is all wrong.

My guess is that the whole cover is a forgery. It does not really make any sense: an envelope from a store in Munich, cancelled in Liegnitz (Lower Silesia) with a combination of an Ostland stamp (which was for the occupied Baltic states and Belarus) and normal Hitler stamps.
