My research indicated napapara on the blue stamp is currency in Yugoslavia, Croatia Serbia, Slovenia.

No 1 is SG157 of Yugoslavia 50 para issued 11th Sept 1920 in Slovenia but was valid for use in all parts of the Kingdom of Serbs Croats and Slovenes, later renamed Yugoslavia.

Yes. To be precise SG706 6 Ch of 1931 - the last issue before they changed the currency to Dinars and Rials.

Just so you are not confused by the date stamp: you need to remember that Iran uses a Hijri calendar which is different from most other Islamic countries. So the year in 29/2/11 is NOT 1311 A.H., which would make it 1893 A.D., but 1311 in the Iranian calendar which equates to 1932 A.D. Of course the 29/2 isn't 29th Feb either, but if you need an exact date you'll have to research that yourself.
