In the late seventies/early eighties nearly all Paraguay's stamp output was condemned to the Appendix as undesirable issues. The only ones in 1983 to survive and be accepted as genuine stamps was the airmail set celebrating 25 years of founding a city in honour of President Stroessner, of which this is one value. Thanks for the ID folks. Went back to my Scott catalog, and there it was, plain as day. Don't know why I wasn't able to find it the three times I looked in that section for it.
