I have a stamp that appears to be either a Scott 7b or 7d. It has a 13 1/2 perf, but I do not know the difference a Type II has (7b). In the upper corners, the stamp has what appears to be a coat of arms under a crown, as opposed to what looks like an X inside of a circle which is all I can find on the internet. Is anyone familiar with this marking, and what stamp this could be? (sorry - image is quite blurry)

When I measure the perfs, they appears to be 13 x 13, but my stamp software states that the Scott 23 is 12 1/2 x 12.
The corner design does match, so I will re-measure the perfs. I'll try to post my findings tomorrow.
Thanks.

It would have helped if I typed the perfs correct the first time. It should have stated 13 1/2 x 13 1/2. But I will go back to the drawing board and measure it again. I do agree that the image on my stamp matches that of Scott 23, so perhaps the perf is really 14 (which would make it a Scott 23_1.
Then all I need to do is find a buyer who is willing to pay a fair price.
Thanks for your help.
