When I measure the perfs, they line up almost perfectly with 13 1/2 as opposed to 14 (see image). My dilemma is finding the exact Scott # if it even exists. What I have found is this:
Scott 23 - 12 1/2 x 12
Scott 23a - 12 1/2 x 12
Scott 23_1 - 14 x 14
Is there another Scott number for a 13 1/2, or a # from Michel or Yvert?

I have checked the Dutch NVPH catalogue and there the following perfs are mentioned:
perf 14 small holes, 1872
perf 13. 1/4 x 14 small holes 1872
perf 12.5 x 12 small holes 1872 - 1875
perf 11.5 x 12 small holes
perf 13.5 x 13 1/4 large holes 1877
perf 12.5 x 12 large holes 1875-1889
perf 11.5 x 12 large holes 1875 - 1884
perf 12.5 small holes 1884 - 1887
perf 12.5 large holes 1888 -1891
unperf

Michel lists 6 different perforations for this stamp (Mi #19):
A - line perf 14
C - line perf 13.25 x 14
D - comb perf 12.5 x 12
E - comb perf 11.5 x 12
F - comb perf 13.5 x 13.25
G - comb perf 12.5

So basically it's more or less the same data as with NVPH.
