They're separate on Michel....

Upper Silesia plebiscite can be found on Michel Germany, whereas the Eastern Silesia is listed under Czechoslovakia in one of the Michel Europe volumes.

Stanley Gibbons lists them as :
Part 5 East Silesia. Overprinted Czech and Polish stamps 1920

Part 7 Upper Silesia. 1920-1921

Also listed separately in the SG Stamps of the World Simplified Catalogue

It's the same in the SG catalogues: East Silesia is in Part 5 (Czech Republic, Slovakia & Poland) and Upper Silesia is in Part 7 (Germany).

East Silesia had recently been Austrian, then was occupied by Czechoslovakia and then split between Poland and Czechoslovakia.

Upper Silesia had recently been German and after the plebiscite was split between Germany and Poland. Since 1945 the whole area has been in Poland.

Almost all of the historic region of Silesia is now Polish apart from the eastern part of Lower Silesia which remains in Germany and the former Austrian Silesia (the "East Silesia" of the stamps) which is in the Czech Republic.
