Imola CA To US Virgin Island Examined?

Someone please explain why this cover was examined? I know that wartime censorship was happening at this time, but I don't understand why this cover was examined since this was going between CA and the US Virgin Islands, I do understand if the cover was going to the British Virgin Islands it would be censored but this cover is going the same as Imola to say Alaska.
