That looks to me as a very heavily "doctored" block of #170 (5 cent dull blue). I have no idea of how it is done, but I have recently seen a number of stamps from the 1930's with colour switches between blues and greens.

Your picture is coloured green so either your scanner or software is off and producing off-colour scans, or the stamps have been chemically treated to change the colour from Blue to Green (I am not sure how one does this, nor do I wish to know).
Garbage basically, if it is green. I would keep it as an example of what could happen if one was not careful with whatever happened to the item.
From what I know, # 170 only exists with plate # 3 as a flat plate printing as shown below. The one above has plate # 2 and is a rotary press printing.
Yes, but it appears to be a rotary press printing rather than a flat plate printing. Thus, it may be some colour changeling of # 169 instead of # 170 with the green colour of # 163 or # 164.
