I found this cover in amongst a lot of covers I was going to auction off and noticed the Regiment No. 4 inscription. Is it a G.A.R reference perhaps or post war military reference?

Well I had seen that the stamps seemed to indicate a registered mail rate paid, but I guess I just hadn't put 2+2 together yet.. Thank you.
