They look normal to me. I believe the 3 black lines must be part of the stamp and those are just margin copies. The other rows look identical but in reverse. Maybe I'm missing something though?

wert: can you show a detail view of that section with the 'missing' perforations?

Wert, there were no perforations separating the "design" from the bars. There is a footnote in the Unitrade catalogue stating "...issued in booklets only for use on greeting card envelopes bearing a printed postal code matriz....". This greeting card rate was reduced for the holiday season by 5 cents from the standard letter rate of 36 cents. I believe that the 4 bars provided rapid recognition of the 5 cent shortage if used for any other purpose or outside the designated time frame.

I think Wert is talking about the leftmost perforation which starts at the bottom and stops partway up in the middle of the top stamp (right at the 31). It is a little hard to tell, but I think that is the general idea. Of course, it could just be folded over and hidden from view.

Apologies, I thought your missing perforations were extensions of the arrows.

I agree that it may be a fold-over (perfs hidden). Is there a way to check without causing any harm?
