it appears to be "P.A." or "B.A", and if so, it is, unfortunately, one of the unknown perfin patterns.

I searched on Delcampe under Belgium perfins, and couldn't find this, either. Really looks like B.A. You might have to contact a Stamp Dealer in Belgium to get an answer .. K
