Could someone please let me know where I can find information about UPU/F.I.P " black list " with " forbidden emissions " as it is mentioned below ?

The F.I.P.

The Fédération Internationale de la Philatelie, the international organization of national philatelic associations , decided in 1965 that some stamps issues are not to be shown any more at exhibitions which are organised by the rules of the F.I.P..

Such emissions are called "forbidden emissions". Entries to the exhibition with those stamps are downgraded (receive a lower rating) and sometimes are even disqualified (receive no rating at all).

The F.I.P. has published a "black list" on which all these "forbidden emission" have been placed. The official name of the list is "Liste des timbres nuisibles et abusifs publiée par la F.I.P.". On the list, a difference is made between:

a. harmful emissions,

b. unlawful emissions,

c. unwanted emissions.

Only the harmful emissions are subject to the interdiction.

The original idea was to amplify the list regularly. Later it was decided not to do this; the F.I.P. then gave a description of the damaging, the unlawful and the unwanted issues; this is considered to be sufficient.

To those readers not familiar with the blacklist ,here is a brief explanation......It is a system of ransom by two private organizations against the postal systems of the different countries. Countries like the U.S. ,China and Great Britain are on the blacklist. I know some will come on here and tell you the good they are doing by keeping all the bogus issues from flooding the market to new collectors ,but the problem is they are holding many good postal systems for ransom ,and this has been a problem for over ten years. But they are still letting many questionable issues for tiny small third world countries flood the market as long as they get their money ............you can cry about the good they are doing but the subject remains the same ,a lot of good countries are on the blacklist and a lot of philatelic junk is approved by them.

This has me confused, particularly the answer from floortrader .. what blacklist? Blacklist for what? Please offer a little more details to those of us who are uninformed. Thanks.

I'm confused as well... I just read through the general regulations of the FIP for exhibitions (The GREX guidelines) and they make no mention of this list. You can see the regulations yourself at http://www.f-i-p.ch/regulation/docu...2013_000.pdf

I cannot say I read them all, but certainly glancing at the headings does not give any indication of the existence of this so-called blacklist. I laud anyone who exhibits at that level, but most of us will never reach that level of competition.

A lot of it seems to be more about the importance of the specific rules and regulations as opposed to "give us a nice exhibit that shows a scholarly knowledge of the subject matter." .. what more really need to be said?

I got the name "blacklist " from the posting above by MARCH. I rather use the term "UNAPPROVE" because that would be more fitting but I wanted to keep what the original poster used ,so it was easier for everyone to follow .

Lets clear the air here about my posting .This self-claim regulatory agency wants every postal authority to pay them a fee for each stamp they issue. Yes --you read that correctly ,each issued stamp is charged a fee. If your post office department doesn't pay for it ,then the stamp can't be add to their approved list. China and the U.S. Post Office said screw you. But that begs the question ,if Upper Bongoland pays a fee then their stamps could be exhibited and sold at F.L.P. stamp shows .
