It's definitely a cinderella of some kind. In the years listed, Ukraine was part of the Soviet Union and used Soviet issued stamps.
The outside of the stamp says "Ukrainian Brotherhood for the Preservation of Memorials, History and Culture."
The subtext on the right says "Ostrozky Castle, 16th Century, town Ostroh"
The value is in "Kop" which is in "kopeks," or "kopiyky" a valid currency in Ukraine at one point.
As for value, I can't guess. There are TONS of Ukrainian cinderellas.
You can try contacting the Ukrainian Philatelic and Numismatic Society, to see if they may have a clue
