Well, it's an ~1867 Austria "Franz Josef" 2 kr yellow design. The problem, though is it appears to be imperforate, rather than perforate.
So, perhaps an envelope cut-out????

Jkjblue, I think you're right. Cut from a 19th century Austrian postcard. I've seen quite a few of the complete postcards on ebay.

The portrait is of the Hapsburg Emperor Franz Joseph. Your stamp resembles Austria Type A9 issued from 1867 to 1876. However, the Scott Classic catalogue from 2012 (I have 2014 on order) does not mention completely imperf varieties of the sets. Hopefully someone more versed in early Hapsburg issues; Austria, Hungary, the dual monarchy; will add to the discussion.

Nice postmark - Kropp is probably an alternative spelling of Kropa which is a town in modern day Slovenia.
