Trying to identify stamp shown. Color is blue with drop-outs to the white paper. It looks to be from Asia, but not China or Japan, because the image looks like a farmer driving a water buffalo and cultivating a field. Would like ID of country, year of issue and catalog, any catalog, number.

Thank you, Nigel. Any thoughts on a year of issue? I'm sure my 1999 Scott does not cover North Korea so I will survey ebay and Delcampe, etc.
