About the first collection of 9 stamps -

those stamps are BOTH forged with forged oveprints (Germans made a good forgeries of the actually existing Polish stamps, and added the oveprints on them). So, because they didn't use the existing Polish stamps to overprint, those are propaganda issuses (cinderellas) at all, and, of course, they have never been used.
