Is Buying Via Ebay Safe...?

I've had no issues on ebay. The one time I disagreed with the description of an item, the dealer promptly refunded my money in full in exchange for my returning the item. All indications were it was an honest mistake.

Thanks friends got lot of feedback appreciate very much.
I asked because very first to open paypal account I gave my
Bank accounts from both banks Paypal did not accept. Then I
tried Credit card info again paypal did not accept.
unfortunately I did not have phone no to call them so I abandon.
Mean while I was bying from few memebers here SCF.
now I may try again with paypal when come to USA.
BTW thanks to all helping me for safty of ebay and paypal.
