Yes, it looks that way - but the thing is that (and I guess you have to hold it in your hands to see) - the two stamps have completely merged. They start off as two (on as you can clearly see on the left side) but by the other side, they're the one stamp. There's no prising them apart - I've soaked them to see, and they don't separate. The have completely fused together!
Heat, humidity and pressure, I'd say. I wouldn't be surprised if the stamps had spent some time in a cheap Chinese stockbook in a place like Cairns or Townsville.
