Hi..Thought these stamps were looked at before they issued them to the public...I mean, not putting on any ERRORS/VARIETIES on their covers...Here is a Scott #747i...Called third pulley.

They are not inspected before being shipped beyond a cursory examination - possibly looking for glaring errors. I've sold several varieties on official FDCs.

Yes, I have sold many as well. This particular variety is constant, so it occurs on every LL plate block. Hence CP would have to not use these plate blocks to avoid putting the variety on an FDC.
