Taken apart a decease stamp dealers inventory, found this questionable item .Could not find any referece about it .

Are you referring to the cut square? That general design was used on envelopes starting in 1870. There are 1883 official envelopes with the O S overprints, but yours looks sort of anemic. There is a slanted S variety, but the letters on yours seem too thin.

I am no expert on this stuff, but maybe this gives you more to search with.

agreed, cut out from Postal Stationery,

Robson Lowe EO2

It is cancelled with type 4 cancel 486 of Moss Vale which is rated RRRR.

If the cancel is over the OS then it is genuine, if the cancel is under the OS then it is a forgery.

The used 2d. OS Envelope is scarce however a cut out would be of minimal value.
