I think that it is an example of ink smearing or ink drag. There are no clear signs of doubling. |

I agree these are ink pulls or smears. Re-entries have clear and distinct doubling of lines. I have seen re-entries also have ink pulls. The Admiral issue is notorious for inking problems but there are notable re-entries and plate flaws also. |

It looks like a continuation of the ink pull from the left side of the crown or a possible foreign object on the press during printing. |
