Wax seals are more usual on old letters, but, I love these paper ones. 1852 ("Best Wishes") is from United States (NY), and the Head is European. They are not Cindies... but, we can see a lot of paper seals on this thread.

Both are attractive. Quite considerate and thoughtful for the sender to seal a letter with "Best Wishes".
