Is this a precancel or regualar cancel. I do not see any unitrade listing for precancel on a Scott 130.

Agreed. It is not a precancel, just part of a larger cancel.

Yes I would also agree that the cancel is just a normal Canada PO cancel

A precancel is unmistakable. It is a straight ruled line in twos or threes. Google "canada precancel" then "images" at the top. Lots of great examples. They are collectable in their own right.
