I recently was able to purchase a special cover for my collection. Its a small ladies cover from Millersville, PA. In a strip of three are a Type II, Type II and a Type III (7,7,8). According to Bill Weiss its a genuine usage and a sound strip. However the cover itself leaves a bit to be desired with multiple tears. Needless to say I am a very happy camper to have it in my collection. BTW, the strip is a 97R2, 98R2 and 99R2. And yes, I stole it.

Art, that is a beautiful cover. Is there any way you can tell the year? And with a confession like the one at the end I hope no one is reading that last statement!

By "stole" I mean at at very good price,

Ther are no additional markings to indicate a year. I suppose that if the addressee were to have moved from that location a date could be assumed.

I think 1857 is a good guess and probably the most likely based on date of usage, color, and plate wear.
