Most smaller towns did not have a CDS, expecially before the 1880's. Sometimes they only way you can tell where it came from is the corner card, which thankfully you have. Also you will find the town, state and date written by hand by the postmaster, sometimes even just in pencil.

It isn't uncommon on certain types of mail. 99 times out of 100 you will find that the envelope held printed matter mailed at the printed matter rate.

Thanks. Has WINCHESTER, IND RECD FEB7 4PM CDS on the back. No contents, so no idea of the year. Oh well, love this cancel. Only one I have with the squared center.

The only other covers I have (so far as I know) without origin CDS are ones with the Chicago oval and Hartford, Conn ovals.

billw2, it was/is sealed. it was opened by cutting the left end off. Nice clean cut and fairly straight. No contents.

Hmmm..

Probably a drop letter/local use then. Don't quote me, I'm pretty bad with domestic stuff like that.
