I just received some advertising in the mail with this stamp attached. This is the first one that I've seen. Is it like a "P" stamp and if so what amount of postage does it represent? When were these released and does one buy them at a local PO or from Ottawa?

One must have an addressed admail license - it's for large-quantity mailers. I started seeing them last fall, though I don't have examples handy to check. I give mine to a collector friend who is a stationery specialist.
