These are cancelled but they have full gum. Just like CTO's. I want to keep them in my collection but I have a problem how to put a value on them because they never been postaly used.
It is difficult to tell if it was cancelled for the event, Sept. 16, 1934, or later. Regardless, with a cancel and gum I would treat it as a CTO. IMHO the maximum value would be the same as a used stamp. Dan

dan Thanks for your post. For these stamps the value for used is much more than mints. And I cannot read a date on the cancel. The first CTO'S are from the late 19th century. So I will consider it as such. Let say for now that the value is in the eye of the collector. Daniel
