This one also appears to be wet ink transfer instead of a re-entry. My opinion but it is interesting. You might try for other opinions. By the way if you are using Scott Catalog this is a number 25.
It appears as though the "Scott#" you are referring to in the title to this thread (and a similar one started at the same time) is actually Scott's illustration number, not the actual Scott#.
The number found under the illustration can refer to many different stamps.
In this example, the 3c Large Queen is illustration number A16 whereas the Scott number is either 25 (wove paper) or 33 (laid paper).
I Suspect an uncleaned plate causing the ink transfer but the quality control on large queens was pretty amazing for the time period and almost any anomoly (EFO) is desireable. Not a Re Entry but nice copy.
