A Bisect Stamp With Perfs?

Below are photos of a stamp from a worldwide mix. I don't know the issuing country but were stamps ever issued with diagonal perfs to make bisecting easier? Or is this just a fancy cutting job done when it was bisected? Your comments are appreciated.

I have an obviously philatelic cover that shows the bisected stamp, plus another version. It appears the quality of the bi-secting was not quite up to par.

There are several bisected by perforations stamps during the era of Guatemala stamps on Partime's cover. They frequently appear on ebay.

Other countries used similar bisects, although not necessarily diagonal. Shanghai, for example.
